Why Was Satluj Removed From ZEE5?

According to sources in the Information and Broadcasting (I&B) Ministry, Satluj had not received certification from the Central Board of Film Certification (CBFC) before it was made available for streaming.

The film was originally developed under the title Punjab 95. Officials said the certification process remained incomplete because the recommended changes were not incorporated by the makers. As a result, the film never obtained the required clearance before appearing on the OTT platform.

Government Cites Certification and Security Concerns

Ministry sources said authorities took notice after the film became available on ZEE5 despite its pending certification status.

During their review, officials concluded that certain aspects of the film raised national security concerns. Following this assessment, the ministry reportedly issued directions to ZEE5 under the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, asking the platform to remove the title.

The film was subsequently withdrawn from ZEE5 in India and later became unavailable internationally as well.

Filmmakers Continue to Defend the Film

The makers have maintained that the film was created to tell the story of human rights activist Jaswant Singh Khalra. They have previously claimed that the CBFC suggested 127 cuts, making certification difficult under its original version.

The filmmakers have also rejected suggestions that the brief OTT release was intended as a publicity strategy. Instead, they say the project was originally planned for a theatrical release before circumstances changed.

Fresh Legal Questions Emerge

The controversy has now moved beyond streaming rights. Reports indicate that the government is examining whether legal action is warranted over public screenings and the release of a film that allegedly lacked CBFC certification.

However, no final legal decision has been announced. The matter remains under consideration, and further developments are expected in the coming weeks.
