PM Modi Announces ₹35,000 Crore Plan to Make Indian Agriculture Self-Reliant

New Delhi: Prime Minister Narendra Modi on Sunday launched a historic ₹35,000 crore agriculture initiative that aims to transform India’s agriculture sector through innovation, self-reliance and sustainability. Speaking at the event in New Delhi, the Prime Minister called on farmers to adopt modern practices, diversify crops and contribute to reducing the country’s dependence on imported agricultural products such as edible oils, pulses and fertilizers.

The ambitious plan – titled “Atmanirbhar Krishi Mission 2047” – aims to empower farmers with advanced technologies, boost domestic production and raise rural income levels. This is in line with the government’s broader vision to achieve self-reliance in essential commodities by the centenary of India’s independence in 2047.

 

A vision for self-reliant agriculture

Addressing thousands of farmers and agriculture experts gathered at Vigyan Bhawan, PM Modi said the new initiative marks a decisive shift towards sustainable and self-reliant farming. He said, “India should not depend on imports for basic agricultural needs. Our farmers have the power, knowledge and skills to make the country self-reliant. This mission is a step towards that goal.”

Under the scheme, the government will allocate funds to improve seed quality, expand irrigation coverage and promote organic and natural farming methods. A significant portion of the ₹35,000 crore fund will also be directed towards setting up agricultural technology centers and farmer cooperative societies at the district level.

 

Focus on Reducing Import Bills

One of the main objectives of this initiative is to reduce India’s agricultural import bill, which has increased in recent years due to increasing domestic demand for edible oils, pulses and fertilizers. According to official data, India imported agricultural products worth more than Rs 1.6 lakh crore in the last financial year.

To address this, PM Modi announced several incentives for farmers cultivating oilseeds and pulses. “Every hectare of land that shifts from low-value to high-value crops contributes to India’s self-reliance. We will support our farmers with guaranteed procurement, modern technology and market linkages,” he said.

The government will also promote the use of bio-fertilizers and organic manures to reduce dependence on expensive imported chemical fertilizers, and align this initiative with India’s green growth objectives.

 

Technology-driven change

A major highlight of this initiative is the integration of digital and satellite-based technologies in the agriculture sector. The government is planning to launch an “Agri-Tech Accelerator Platform” to connect startups, research institutes and farmers.

PM Modi stressed that the adoption of artificial intelligence, drone mapping and data analytics can revolutionize the way farmers plan, sow and harvest. He said, “Technology is not the enemy of tradition; it strengthens it. Our goal is to blend ancient knowledge with modern innovation.”

Additionally, the new mission will expand access to soil health cards, promote water-efficient irrigation systems like drip and sprinkler setups and set up 500 “Krishi Pragati Kendras” across the country to train farmers in modern technologies.

 

Support for Small and Marginal Farmers

Recognizing the challenges faced by small and marginal farmers, who make up nearly 85% of India’s agricultural community, the Prime Minister announced targeted financial support and easier access to credit.

The scheme will include a special ₹10,000 crore fund for smallholders to purchase farm equipment, set up cold storage units, and participate in collective marketing through Farmer Producer Organizations (FPOs).

“Small farmers are the backbone of India’s agricultural system. We are ensuring that they not only produce but also earn more through better access to technology, finance, and markets,” PM Modi said.

 

Private Sector and Cooperative Role

The government has invited private companies and cooperatives to join hands in the initiative by investing in agri-infrastructure, research, and value-chain development. The Prime Minister urged corporate houses to focus on long-term partnerships that empower rural communities instead of short-term profit motives.

The initiative also encourages collaboration with state governments to identify region-specific crops and create export clusters for high-value commodities like spices, millets, and horticultural products.

 

Experts Welcome the Initiative

Agricultural experts and economists have largely welcomed the government’s announcement, describing it as a “timely intervention” to strengthen domestic capacity amid global supply chain disruptions.

Dr. Ramesh Chand, member of NITI Aayog, stated that the mission could “transform India’s agri-economy if implemented effectively.” He added that self-reliance in agricultural inputs and products would shield farmers from global market volatility.

Industry representatives also lauded the plan’s focus on digital transformation. “Empowering farmers through technology and market access can unlock tremendous value in rural India,” said Anil Bhansali, CEO of AgriTech India Pvt. Ltd.

 

Way Forward

As the global agricultural landscape faces increasing challenges from climate change, fluctuating prices, and resource constraints, India’s renewed focus on sustainable and tech-driven farming is seen as a major step forward.

PM Modi concluded his address by reaffirming the government’s commitment to farmers’ welfare: “Every rupee invested in our farmers is an investment in India’s future. The ‘Atmanirbhar Krishi Mission 2047’ is not just a policy—it is a movement for the prosperity of our villages and the pride of our nation.”
